The Economic and Fiscal Crime Unit (UDEF) of the National Police has recently delivered a report to the judge of the National High Court Santiago Pedraz detailing the discovery of new evidence on the alleged relationship between the accounting entries in which the former treasurer Luis Bárcenas reflected box b of the PP and the awarding of public contracts by administrations governed by the popular.
The police document, dated February 15 and to which EL PAÍS has had access, puts under suspicion for the first time a contest called by Canal de Isabel II in 2006, in the stage of Esperanza Aguirre as president of the Community of Madrid , for the supply and assembly, for half a million euros, of a turbocharger in a wastewater treatment plant.
The contract was awarded to the mercantile Degrémont, already investigated in the case for another contract formalized at the same stage for about 7 million euros for the same treatment plant.
The presidents of Degrémont Rafael Palencia and Ángel Salado figure contributed, between 1998 and 2008, money in cash to box b of the PP on six occasions, for a total of 194,000 euros, according to the opaque accounting of the ex-treasurer of the PP.
In a recording incorporated into the cause, Palencia showed his interest in the award of contracts in a conversation he had in 2008 with Ildefonso de Miguel, then general director of the Channel and a man of confidence of the later president Ignacio González, who attended to his interlocutor after receive a call from Bárcenas to agree to the meeting.
The new police report also focuses on the alleged role played in these awards by businessman Plácido Vázquez Diéguez, who has already been investigated in the Gürtel case for his relationship with the companies of the leader of the plot, Francisco Correa.
The police emphasize that Vázquez has worked for different companies, including Degrémont, in which he was a counselor between 2005 and 2010, and that the investigation has already revealed that he allegedly gave commissions to Correa “originating from the awarding of public contracts to companies for those who carried out intermediation work ”.
In this sense, the police document highlights that the Gürtel leader’s accounting b reflects eight alleged deliveries of “cash” by Vázquez Diéguez, between November 2001 and May 2003, for a total of 2.15 million euros in commissions. Among the beneficiaries of that money, the police cite Bárcenas, Correa and the businessman himself.
In the investigations that are still alive on so -called roles Barcenas also 23 awards of five ministries, Adif, Renfe and the Tax Office, among others, are investigated during the last government of José María Aznar (2000-2004) for a value at 600 million euros.
In his recent written confession to the Anticorruption Prosecutor’s Office , Bárcenas offered to collaborate in this investigation, after during the seven years of investigation of this case he ensured that the money the businessmen donated irregularly to the party had a direct relationship with the award of contracts. Now he admits that “there may be some specific cases in which that motivation did exist.”
